Swiss voters remain fundamentally satisfied with energy policy. The first winter with a potential electricity shortage turned out to be warmer, thereby alleviating concerns. As the risk of an energy shortage has not yet been eliminated, it remains a key driver for the energy transition and climate neutrality. Whereas criticism used to focus heavily on electricity prices, today there are specific questions about security of supply, but also about nature conservation. All reforms must be strongly oriented towards these factors.

Instruments that are capable of gaining majority support include the promotion of renewable energies in Switzerland and the installation of solar panels on buildings and facades, as well as higher energy efficiency. The construction of gas-fired power plants for emergency situations divides the electorate, while nuclear power plants continue to be rejected by the majority.
